Parks & Open Spaces Byelaws Update

Closes 1 Feb 2026

Opened 17 Nov 2025

Overview

South Ribble's parks and open spaces are covered by a range of byelaws that date back to 1988.   The byelaws are locally enforceable laws that cover specific issues and acceptable standards of behaviour in parks and greenspaces.  They are specific to a schedule of sites owned or managed by South Ribble Borough Council and provide regulation for aspects not already covered in national legislation.

The parks byelaws also sit alongside other current regulations such as the Public Space Protection Orders that cover the control and cleaning up after dogs.

As the wording of many of the current byelaws is now dated and the regulation of some issues would benefit from increasing whilst decreasing regulation of others, the council is looking to introduce new byelaws for its greenspaces selecting from a model set of byelaws produced by the government.

A draft of the proposed byelaws has been produced and consultation is now underway to seek views on the porposed replacement byelaws.
