Coppull Neighbourhood Plan Regulation 16 Consultation

Overview

Purpose of this consultation stage 

Coppull Parish Council has submitted the Coppull Neighbourhood Plan to Chorley Council on 12 March 2026. The District Council is satisfied the Neighbourhood Plan is in accordance with Regulation 15 of the Neighbourhood Planning (General) Regulations 2012 and is therefore publicising the plan proposal and inviting representations as part of its obligation under Regulation 16 of the above Regulations.

The Coppull Neighbourhood Plan has been prepared by Coppull Parish Council. It sets out the vision, objectives, and planning policies for the area up to 2035. If ‘made’, the Neighbourhood Plan will form part of the statutory development plan, and planning applications within the Coppull Neighbourhood Plan Designated Area will be determined in accordance with its policies.

Following the conclusion of the representation period, the Neighbourhood Plan will be examined by an independent examiner. Subject to consideration of the examiner’s report, the Plan will then proceed to a referendum. If the referendum meets the required legal threshold, it will be reported to Council for approval to formally ‘make’ the Plan.

Please note that the Coppull Neighbourhood Plan is separate from the work on the emerging Central Lancashire Local Plan. The Neighbourhood Plan does not contain any potential site allocations. Comments submitted to this consultation should relate only to the Coppull Neighbourhood Plan.

The period for the submission of representations runs from 12:00 p.m. on Monday 20 July 2026 to 11:59 p.m. on Monday 7 September 2026. Representations must be received by the Chorley Planning Policy Team within this period, using the consultation methods set out below. Representations received outside of this period will not be accepted.
