HMO Article 4 Consultation
Overview
Chorley Council has implemented a borough-wide immediate Article 4 Direction which has removed the permitted development rights allowing the conversion of residential properties (Use Class C3) into small Houses of Multiple Occupation (HMO) (Use Class C4).
An immediate Article 4 Direction will expire after 6 months, unless confirmed by the Council, after which point the Article 4 Direction will remain in force unless otherwise amended.
This short survey is to establish whether the public, businesses and other stakeholders in Chorley support this approach or not. This information will be utilised by the Council in deciding whether or not to confirm the Article 4 Direction.
The survey will run from 24th September to midnight on 16th October 2025.
